pick a character, any character?

how can i make a character select screen? i need this for a custom game for my guitar teacher (he came up with an idea for a "reincarnated" game where you can choose people from history [ex: shakespeare] give them powers, and make them fight)

Umm, could you be more specific with what you need help with?
I mean, how will the screen be etc...
